8.A. - Page 13 of 45 <br />Next Steps <br />With the City Council's approval, staff anticipates the following next steps and timeline to implement the <br />Safe RV Parking Program and Parking Ordinance Amendments: <br />• July 2020 -- Complete the registration of RVs <br />• July 13, 2020 -- Introduce parking ordinance amendments and approve Safe RV Parking Program <br />• July 27, 2020 -- Adoption of parking ordinance amendments <br />• Late August/ September, 2020 -- Begin implementation of Safe RV Parking Program and <br />enforcement of on -street RV parking <br />FISCAL IMPACT <br />The total estimated project budget for the RV Safe Parking Program is approximately $1.5 million for two <br />years. This includes approximately $650,000 per year in operational costs, including services provided by <br />LifeMoves, and approximately $200,000 in one-time parking facility improvement costs. The estimated <br />budget does not include in-kind staff resources. Sufficient funding for this program has been included in <br />the Recommended Budget for FY 2020/21. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. If it were to be considered a project, the activity <br />is exempt from the CEQA pursuant to Section 15301 of the CEQA Guidelines, which applies to minor <br />alterations of existing public or private structures, facilities, mechanical equipment, or topographical <br />features involving negligible or no expansion of use. The actions discussed in this report and use of the <br />site for overnight safe parking would not constitute any significant expansion of use. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />1.
