6.C. - Page 22 of 29 <br />where City proceeds directly to exclusive negotiations, there should be a <br />clear link between the development proposal and accomplishment of <br />significant City goals, plans or policies; the proposer should have a <br />demonstrated record of completing highly successful projects in the City <br />or similar communities; entering entirely into exclusive negotiations <br />should clearly further the City's interests in achieving major policy <br />objectives. An exclusive negotiation as a document rather than process is <br />not always recommended as a precursor to a disposition agreement. <br />Staff should consult with the City Attorney prior to engaging in <br />negotiations to determine how to proceed. <br />3. Broker Services. <br />This approach makes the most sense when the City is initiating the sale; <br />the goal is primarily a financial one; and the conditions of the sale are <br />straightforward. In some cases, a broker might handle particular <br />transactions for a fee and the broker will take care of the transactional <br />details. <br />4.
