6.C. - Page 2 of 124 <br />Every property owner within the district pays an assessment for each property owned that is used within <br />the district to keep the downtown attractive, clean, safe, and orderly and to publicize the downtown. In <br />turn, RCIA funds five basic categories of services: sidewalk operations and beautification; district identity; <br />parking management; program management; and the maintenance of a reserve fund. <br />As part of the formation of the CBID, the City Council requested a report on the yearly activities of the <br />RCIA organization. Due to staff transition in Economic Development, the review and acceptance of the <br />Annual Report and renewal of the Management and Disbursement Agreement with RCIA has been <br />delayed. Included as attachments to this staff report are two RCIA Annual Financial Statements covering <br />Fiscal Years 2017-2018 and 2018-2019. <br />ANALYSIS <br />An 18 -member Board of Directors represents property owners and community members in the RCIA <br />organization. Three sub -committees are designated in the district management plan to implement the <br />work of the RCIA organization: Sidewalk Operations and Beautification, District Identity and Signage, and <br />Parking Management. <br />RCIA finished their 2017-2018 Fiscal Year on November 30, 2018, with a budget of $909,117.96, and their <br />2018-2019 Fiscal Year in November 30, 2019, with a budget of $922,951.73. Under the adopted <br />management plan, the annual funds collected must be spent as follows: <br />Program or Activity funded <br />Percent of Annual Budget <br />Sidewalk Operations and Beautification <br />54% <br />District Identity and Signage <br />20% <br />Administration/Operations <br />15% <br />Parking <br />7% <br />Contingency/Fees/Reserve <br />4% <br />Below are some of RCIA's accomplishments for Fiscal Year 2017-2018 and 2018-2019. <br />Sidewalk Operations and Beautification (SOBO Committee) <br />This committee's primary financial purview is to maintain cleanliness of the Downtown to ensure the <br />community and guests find a pleasant atmosphere when visiting. Weekly sidewalk washing, daily cleaning <br />and up -keep, as well as other on -demand cleaning requests cost the district approximately $21,600 a <br />month, totaling $259,200 annually.
