6.C. - Page 3 of 124 <br />• Four new emergency Automatic Emergency Defibrillation (AED) units <br />• Fifteen pet waste bags and dispensers <br />• A $25,000 sponsorship to the 150th Organizing Committee <br />• Upgrades and maintenance to the holiday trees located at Hamilton and Broadway <br />• Year-long Art Kiosk Exhibitions from local and world-renowned artists in 2019 <br />• Installation of 5 artistic bike rack murals <br />• Design and installation of 140 street -pole banners <br />District Identity and Signage (DISI Committee) <br />The DISI Committee promotes the RCIA district to residents and visitors. Their primary expenses have <br />included the Magic Lantern shows and a suite of commercials that are shown locally to Xfinity subscribers. <br />In addition, the Committee has utilized the services of a public relations agency to promote the many <br />projects, accomplishments and attractions of the district. <br />Parking Management <br />The Parking Management Committee funded a report providing recommendations on the <br />implementation and system elements for a parking guidance system in Downtown Redwood City, which <br />can include electronic message signs indicating where parking is available. That report was completed in <br />2019. The Committee also funded the development of a request for proposals to implement a parking <br />guidance system which was released in February 2020. The project is managed by the City. The City <br />received six proposals and is in the selection process to identify a vendor. It is anticipated construction <br />will start by the end of 2020. <br />Agreement with Owner's Association <br />The Management and Disbursement Agreement is the proposed contract between the City and RCIA. The <br />agreement provides that the RCIA will administer and implement the District Plan, including but not <br />limited to administering the budget, preparing and filing annual reports with the City reflecting <br />compliance with the Plan, and overseeing the day-to-day administration, operations and implementation <br />of the Plan. The proposed agreement term is three years, with an option to extend the agreement for an <br />additional five years to December 31, 2029. <br />FISCAL IMPACT <br />The City of Redwood City participates in RCIA as a property owner within the district. The 2018-2019 <br />yearly assessment for City -owned properties downtown is $66,182.
