6.A. - Page 1 of 22 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: July 13, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />One-year amendment extending the agreement for parking citation and adjudication services with Turbo <br />Data Systems to June 30, 2021 <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 1 to extend by one year <br />the five-year agreement for parking citation and adjudication cervices with Turbo Data Systems, with the <br />total contract amount to remain $225,000. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />In the late 1990's State law decriminalized parking citations and shortly thereafter the Superior Court <br />transferred the responsibility for parking citation processing and collection to local agencies. Rather than <br />form a joint powers agency, it was determined it would be most efficient for a lead agency to issue a <br />combined request for proposal (RFP) with the successful vendor entering into individual contracts with <br />each participating agency. By combining the volume of all ticketing agencies and leveraging economies of <br />scale, the County, cities and other agencies are able to receive more favorable rates and levels of service. <br />Since 1999, all agencies in San Mateo County that issue parking citations have individually contracted with <br />Turbo Data Systems, Inc. (Turbo Data) for parking ticket processing and related services using a model <br />contract negotiated by Daly City acting as lead agency. Turbo Data was selected three times through a <br />consolidated Request for Proposal (RFP) process where a single agency took responsibility for the process <br />and all twenty-nine other agencies piggy -backed on that RFP process and the resulting contract.
