6.A. - Page 2 of 22
combined RFP process has worked extremely well in the past, resulting in substantial savings of both staff
time and overall costs to process parking tickets.
ANALYSIS
The current five-year agreement is set to expire June 30, 2020. San Mateo County, the lead agency during
the last RFP process, and Turbo Data have agreed to extend the agreement for a one year term at the
existing terms and conditions, due to the COVID19 pandemic and not having resources to complete the
RFP process at this time.
The services included in the agreement attached are: citation processing and collection by mail, telephone
or website, multiple reminder notices, placing of DMV holds, appeals and administrative adjudication
services, and optional advanced collection efforts. In addition, some agencies, including Redwood City,
opt to use the Turbo Data mobile ticket writers for parking and moving citations.
The amendment extends the term of the agreement for one year, but does not increase the amount above
the original agreement of $225,000. The County will begin the RFP process again before this current
amendment expires on June 30, 2021.
FISCAL IMPACT
The contract term of one year will not increase in fees during that period other than direct pass-through
of any postal rate increases. Based on FY 2019-20 activity, it is anticipated that the cost of these services
will be approximately $35,000 in FY 2020-21. The income generated by the parking tickets covers the cost
of services by Turbo Data; entering into this amendment does not require further budget appropriations.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
