6.A. - Page 2 of 22 <br />combined RFP process has worked extremely well in the past, resulting in substantial savings of both staff <br />time and overall costs to process parking tickets. <br />ANALYSIS <br />The current five-year agreement is set to expire June 30, 2020. San Mateo County, the lead agency during <br />the last RFP process, and Turbo Data have agreed to extend the agreement for a one year term at the <br />existing terms and conditions, due to the COVID19 pandemic and not having resources to complete the <br />RFP process at this time. <br />The services included in the agreement attached are: citation processing and collection by mail, telephone <br />or website, multiple reminder notices, placing of DMV holds, appeals and administrative adjudication <br />services, and optional advanced collection efforts. In addition, some agencies, including Redwood City, <br />opt to use the Turbo Data mobile ticket writers for parking and moving citations. <br />The amendment extends the term of the agreement for one year, but does not increase the amount above <br />the original agreement of $225,000. The County will begin the RFP process again before this current <br />amendment expires on June 30, 2021. <br />FISCAL IMPACT <br />The contract term of one year will not increase in fees during that period other than direct pass-through <br />of any postal rate increases. Based on FY 2019-20 activity, it is anticipated that the cost of these services <br />will be approximately $35,000 in FY 2020-21. The income generated by the parking tickets covers the cost <br />of services by Turbo Data; entering into this amendment does not require further budget appropriations. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />
