HEALTH, SAFETY, WELFARE, AND NECESSITY, REQUIRE CHANGES OR <br /> MODIFICATION TO CERTAIN PROVISIONS OF CHAPTER 12 OF THE REDWOOD CITY <br /> MUNICIPAL CODE RELATING TO THE ADOPTION BY REFERENCE OF THE <br /> "INTERNATIONAL FIRE CODE, 2006"; AS MODIFIED AND MADE APPLICABLE TO <br /> THE CITY OF REDWOOD CITY <br /> The motion passed by unanimous roli call vote by those present. <br /> Mayor Foust thanked Building and Inspection Manager La Torra, Fire Administrative <br /> Chief/Fire Marshall Vella, Fire Chief Kohlmann, the Board of Building Review, the <br /> Utilities Subcommittee, and everyone else involved for their time and efforts. <br /> C. Peninsula Park Project Approvals <br /> Senior Planner Lyon restated the recommendation before the Council and <br /> gave a presentation (on file) on the background. <br /> Council discussion with staff included the public notification process, <br /> changes in zoning designations, sustainability, resource efficiency, and <br /> development standards. <br /> Council discussed and questioned the pros and cons of making changes to <br /> the proposed development agreement. City Attorney Yamamoto clarified <br /> that the development agreement would allow the City and the developer <br /> certainty with respect to land use entitlement over a certain length of time. <br /> Housing and Economic Development Manager Webb presented information <br /> (on file) on housing. This included information on the flexibility of the plan in <br /> terms of onsite affordable, moderate, and above moderate housing. It was <br /> noted by staff that the Housing and Human Concerns Committee, staff, and <br /> the Council are all aware o# the need to develop a Citywide policy statement <br /> on affordable housing in the future. Engineering and Construction Manager <br /> Chang .stated that certainty and fairness are concerns in providing housing <br /> East of 101 in terms of overall infrastructure such as transportation, water, <br /> storm, and sewer drains. <br /> Council Member Bain asked if there were any plans to improve the existing <br /> pedestrian under crossing under highway 101. Engineering and <br /> Construction Manager Chang stated that there is a conceptual plan to utilize <br /> existing under crossing and Senior Planner Lyon stated that the preliminary <br /> concept requires some grading but it is feasible. <br /> Planning Manager Ekas presented information on the potential impact the <br /> project will have in providing for childcare needs (on file). <br /> There was further discussion and clarification by Council Members and City <br /> Attorney Yamamoto on how to incorporate possible changes to the proposed <br /> JOINT CITY COUNCIUREDEVELOPMENT AGENCY BOARD MEETING DECEMBER 17, 2007 <br /> MINUTES PAGE 6 <br />
