Only three percent rate the city poor while a quarter rate it only fair. Those <br /> most likely to rate the city good or excellent at providing services were most likely to include <br /> those who also rate the city high on budgeting, those who think things are going in the right <br /> direction, those who think the five percent tax rate is too low, city residents of five years or <br /> less and those who support the idea of broadening the tax and reducing the tax rate. <br /> There is less consensus about the city's ability to manage its finances and budget. Only a <br /> third rate the city good and another six percent rate it excellent. Eight percent rate it poor <br /> while just under a quarter rate it only fair. Most significantly, thirty percent are not sure how <br /> well the city manages its finances and budget, compared with only six percent who were <br /> unsure about city services.
