Mayor Foust noted that the other Council Members present have already
expressed their support to move forward on project and she stated her full
support as well. She thanked everyone for their participation. She stated
that she sees ambivalence with housing in general and sees this as an
opportunity to go forward and build housing that is needed, wanted, and
reflective of community values. She commended the residents, developers,
and City staff for their participation and active engagement.
Assistant City Attorney Aranda read clean up language for the record in
reference to the six amendments that need to be incorporated into the
resolution, agenda item 7C #1, as well as some clarifying language as
follows:
The Council was presented with an amended resolution for Agenda Item 7C
#1 adding te to the required findings concerning alternatives. Cbpies of the
amended resolution were made available to the public in the rear of the
Council Chambers (on file). In Section XV. Project Alternatives, text
amendments incorporate the required CEQA findings regarding the
infeasibility of Alternatives 1-9.
The second amendment is to the 4th WHEREAS on page 1 of the resolution
as follows: the 4th WHEREAS shall be amended to insert the words (the
"Initial Project") in parentheses at the end of the sentence.
The third amendment is to the 6th WHEREAS also on page 1 of the
resolution as follows: the 6th WHEREAS shall be amended to insert the
words (the "Project") in parentheses so that the sentence shall read,
"WHEREAS, R.C. Peninsula Park LLC has submitted an application for
development of a redesigned and reduced-scale project, "Peninsula Park"
(the "Project"), on the 33.24-acre Peninsula Marina portion of the 46.45-acre
2003 MSV project site."
The fourth amendment is to paragraph 3, on page 2 of the resolution to insert
the word "Initial" as follows: "The incorporated features of the Peninsula Park
Precise Plan Project and other modifications to the Initial Project do not create
any potentially significant environmental impact which was not associated with
the Initial Project, or significantly increase any potentially significant
environmental impact associated with the Initial Project, but do reduce or
eliminate a number of potentially significant environmental impacts of the
Initial Projeet, ..." The remainder of the paragraph remains the same.
The fifth amendment is to paragraph 4(C) on page 5 of the resolution as
follows: amend the 2nd sentence of paragraph 4(C) on page 5 to replace both
references to the "FEIR" with the word "Addendum".
JOINT CITY COUNCIUREDEVELOPMENT AGENCY BOARD MEETING _ DECEMBER 17, 2007
MINUTES PAGE 11
