Vice Mayor Howard appreciated the comments about <br /> affordable housing and the need for a balanced approach. MATTERS OF COUNCIL INTEREST - 8:45 p.m. <br /> A. Legislation (information only) - This sub-section involves possible discussion of <br /> City Position on Proposed Legislation described in the League of California Cities <br /> Priority Focus Bulletin No. 02-2008 and 03-2008. Councit may direct staff to act on <br /> positions taken by Council. (Copies of League of California Cities Priority Focus <br /> available in City Clerk's Department). <br /> B. Council Reports on Committee Meetings Attended. <br /> 1. Council Member Bain attended a Traffic Committee meeting with Council <br /> Member Hartnett and they discussed guidelines and goals for that body. <br /> 2. Council Member Ira reported on the Capital Improvement Program from South <br /> Bayside System Authority (SBSA) and how staff is working with the consultant <br /> on incorporating a rate structure to be reviewed by the Utilities Rate Committee. <br /> 3. Vice Mayor Howard reported on the Peninsula Traffic Congestion Relief <br /> Alliance approving a commuter shuttle program. She spoke about the work the <br /> taskforce has been doing and how it will be proposing to Council a community <br /> shuttle that is on call and runs at all times. This will be a pilot program and the <br /> goal is to come back to the City Council in March, for approval. <br /> Vice Mayor Howard also spoke about the Housing Endowment and Regional <br /> Trust and the goal of such organization. She thanked Deputy Clerk Wong for <br /> having a presentation available on this topic (presentation on file). She <br /> provided details on the goal of creating housing and how there is a Quick Start <br /> program that is an assistance program for homebuyers. She asked Council if <br /> the City could take a lead in marketing this program because there is the <br /> potential for 100 Quick Start loans to be offered. She referred residents to the <br /> HEART website, which is http://www.heartofsmc.orq/ <br /> 4. Mayor Foust explained that she holds the South County seat on #he San Mateo <br /> County Transportation Authority and she is currently the Chair.
