07/13/2020 <br />WHEREAS, libraries and library associations across the United States have <br />recognized that daily overdue fines impede access to library services and collections; and <br />WHEREAS, libraries that have eliminated daily overdue fines have seen increased <br />community usage and have continued to receive returned materials in a timely fashion; <br />and <br />WHEREAS, in Redwood City and North Fair Oaks, daily overdue fines have been <br />found to have inequitable and disproportionate impacts on low income residents and the <br />Latino community; and <br />WHEREAS, on November 26, 2019, the Redwood City Library Board unanimously <br />recommended the elimination of daily overdue fines for library materials; and <br />WHEREAS, at the request of the community, the Library has identified lower-cost <br />USB drives to be sold to customers on a cost recovery basis; and <br />WHEREAS, in order to better achieve the City's policy and cost recovery goals, <br />the City Council deems it advisable and in the best interests of the City to adopt, eliminate <br />and amend certain Library and Parks, Recreation and Community Services fees and <br />charges as set forth in Exhibit A, which is attached hereto and incorporated herein by <br />reference (the "Proposed Fees"). <br />NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Redwood <br />City as follows: <br />1. The above recitals are accurate, constitute findings in this matter, and are <br />hereby incorporated into this Resolution by reference. <br />2.
