Approve General Plan amendments and approve a Transportation Analysis <br />Manual implementing new environmental criteria (Vehicle Miles Traveled) in <br />accordance with State law intended to reduce greenhouse gas emissions, <br />increase the mix of land uses, and create multimodal transportation networks; <br />Approve General Plan amendments updating Level of Service (LOS) <br />requirements, and require development projects to complete a transportation <br />analysis; Adopt other transportation policies and programs consistent with <br />recommendations from RWCmoves, including Vision Zero strategies (zero <br />fatalities or serious injuries involving road traffic) <br />Recommendation: <br />1. Adopt Resolution Amending the Circulation Section of the Built Environment <br />Element of the General Plan to incorporate Vehicle Miles Traveled (VMT) <br />requirements and updated Level of Service (LOS) transportation policies and <br />programs; and <br />2. Adopt Resolution Requiring development projects to complete a <br />transportation analysis, approving a Transportation Analysis Manual (TAM), and <br />authorizing the City Manager or designee to update the TAM as appropriate. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA <br />Guidelines 15378); adoption will not result in direct or indirect environmental <br />impacts (CEQA Guidelines Section 15061(b)(3)); and adoption is ministerial <br />(Public Resources Code 21080(b)(1)) <br />8.
