6.B. - Page 2 of 7 <br />selected to move forward in the process, staff selected CSG Consultants, Inc. as the most qualified firm to <br />provide construction inspection services. <br />Since the initial contract amount was less than $60,000, the threshold for City Council approval at the <br />time, the City Manager was authorized to approve the contract in mid-February 2018, and the Consultant <br />began providing services shortly thereafter. On September 24, 2018, the City Council approved <br />Amendment No. 2. to the agreement to increase the amount by $98,000, and on December 17, 2018, the <br />City Council approved Amendment No. 3 to the agreement for Engineering Inspection Services to increase <br />the contract amount by $100,000. Amendment No. 2 allowed for the continuation of construction <br />inspection services, and Amendment No. 3 allowed the City to have two additional engineering inspectors <br />to help with the increased demand for inspection services needed and that same demand for services is <br />expected to continue this year. On May 20, 2019, the City Council approved Amendment No. 4 for <br />$300,000 and on November 4, 2019, the City Council approved Amendment No. 5 for $400,000 in order <br />to allow the continuation of construction inspection services. <br />ANALYSIS <br />The amended agreement is proposed not -to -exceed $400,000.00, which covers 35 weeks of time <br />(approximately 9 months) for two inspectors to provide construction inspection services. Under this <br />agreement construction inspection services would be provided to several capital improvement projects <br />and utility permits. Costs will be shared amongst the different capital improvement projects and utility <br />permit cost recovery accounts based on the actual time spent on each activity by the proposed inspector. <br />The amended agreement budget will allow the current inspectors to continue providing construction <br />inspection services through June 2020, and additional help from a second inspector for a period of 9 <br />months. The budget will also allow for the inspector to assist with an influx of utility encroachment permits <br />and related development projects. Construction inspection services will be charged to the following <br />Capital Improvement Projects and activities: <br />• Middlefield Road Streetscape Project (25%) <br />• Sewer Collection System Replacement Project (25%) <br />• California Water Tank, Pump Station, and Transmission Main Project (25%) <br />• Utility encroachment permits and related development projects (25%) <br />FISCAL IMPACT <br />Funding has already been appropriated in the following funds: <br />Middlefield Road Streetscape Project <br />Fiscal Year 2019-2020 — Capital Outlay Fund —Middlefield Road Utility Underground/ Streetscape, which <br />has an available balance of $657,594 as of June 30, 2020. <br />Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />10 <br />
