6.C. - Page 3 of 5 <br />As mandated by Municipal Code section 2.63.5, the lowest responsible bidder shall be awarded the <br />contract. The low bid was determined based on the total base bid. The low bid of $733,178.00 submitted <br />by Gruendl Inc., DBA Ray's Electric is 18% lower than the engineer's low -range estimate of $897,100 for <br />the cost of construction. Based on the bids received, staff believes that the low bid is reasonable and <br />responsive, and recommends awarding the contract to Gruendl Inc., DBA Ray's Electric. <br />Construction is anticipated to begin in September 2020 and to conclude by December 2020. Notification <br />of the proposed work will be distributed to nearby property owners and occupants and nearby schools in <br />advance of the start of work. Notification strategies will include direct mailers, emails, notification to the <br />neighborhood associations, changeable message signs, temporary No Parking signs, and coordination with <br />the City's communication team. <br />FISCAL IMPACT <br />Funding for this project is included in the Fiscal Year 2019-20 Capital Improvement Program (CIP) budget <br />and includes funding from a Measure A Pedestrian and Bicycle Program grant. The required local match <br />for the Measure A grant and the remaining budget for the project are coming from Active Transportation <br />Corridor, Pedestrian Crosswalk Program, Traffic Safety Program, and Transportation Planning funds, which <br />are also included in the Fiscal Year 2019-20 CIP budget. <br />ENVIRONMENTAL REVIEW <br />As proposed, the project is categorically exempt from the requirements of the California Environmental <br />Quality Act (CEQA) Guidelines pursuant to: <br />- Section 15301 Class 1(c) (Existing Facilities) for the repair and maintenance of existing highways <br />and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities (this includes <br />road grading for the purpose of public safety) with no expansion of an existing use, because the <br />proposed improvements will occur on existing streets with no expansion of use. <br />- Section 15302 Class 2(c) (Replacement or Reconstruction) for the replacement and reconstruction <br />of existing utility systems and/or facilities involving substantially the same purpose and capacity, <br />because the proposed improvement will reconstruct the existing signal system with no expansion <br />of capacity. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />Page 3 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />18 <br />
