6.C. - Page 2 of 5 <br />who are going to four nearby schools (Attachment A). Both intersections are controlled by stop signs on <br />minor approaches (Cleveland Street and Clinton Street). The intersection of Jefferson Avenue/Cleveland <br />Street has a high visibility school crossing on the western approach of the intersection, crossing Jefferson. <br />The intersection of Jefferson Avenue/Clinton Street has crosswalks across the northern and eastern <br />approaches of the intersection. Currently, the crosswalk on the eastern approach has an overhead <br />pedestrian actuated flashing beacon. The feedback received from the community, a 14 -hour video <br />recording, and traffic collision patterns at this location indicate that drivers do not always yield to <br />pedestrians at this crosswalk, even when the beacon is activated. <br />In 2018, City received a Measure A grant for safety improvements at the Jefferson Avenue/Cleveland <br />Street intersection. During the scoping process, the City decided to add the Jefferson Avenue/Clinton <br />Streets to the project. In spring 2019, the City started the preliminary engineering phase with the <br />development of conceptual alternatives. Based on the feedback received during the spring 2019 <br />community meeting, traffic analysis including a signal warrant analysis, queue analysis, Level of Service <br />(LOS) analysis and the collision patterns at these two intersections, the City moved forward with and <br />completed the design of the preferred alternative: <br />- Installation of a full traffic signal at Jefferson Avenue/Cleveland Street intersection with high - <br />visibility crosswalks at all four legs, bicycle pocket, left turn restrictions for drivers on Jefferson, <br />and right -turn only lane with diverter on the Cleveland Street approaches. <br />- Replacement of the the existing beacon with a High Intensity Activated Crosswalk (HAWK) signal <br />at Jefferson Avenue/Clinton Street intersection. <br />Implementation of this project fills a gap in the existing school routes, supports the Safe Routes to School <br />Program, and creates a better crossing of Jefferson Avenue along the Peninsula Bikeway.l <br />Attachment A includes a map of the project location. <br />ANALYSIS <br />The City advertised the invitation to bid for three weeks, publishing the bid on May 27, 2020. Two bids <br />were received for the Jefferson Avenue/Cleveland Street and Jefferson Avenue/Clinton Street <br />Intersections Safety Improvement Project by the bid deadline on June 18, 2020. MMP is an agreement between Menlo Park, Mountain View, Palo Alto, Redwood City, Stanford University, <br />and Joint Venture Silicon Valley to address regional transportation and mobility challenges.
