Starting in 2016, the Council has annually adopted <br />resolutions authorizing the County to levy and collect the annual assessments for the District. <br />ANALYSIS <br />The District is assessed annually to allow taxes to be levied and collected by the San Mateo County <br />Controller and Tax Collector Offices with the secured property tax roll. Only special benefits are assessed, <br />and any general benefits have been separated from the special benefits as shown in the Reports for the <br />District. The District's annual assessment and formula for distributions were confirmed by City Council in <br />2015. <br />The proposed annual assessment for FY 2020-21 in the amount of $212,500 would not be a change from <br />the annual assessment stated in the confirmed Reports and the assessment would not be a change from <br />the annual assessment levied in FY 2019-20. There is also no change in the formula and distribution of <br />benefit assessments among each individual parcel in the District from what was shown in the confirmed <br />Reports. <br />As shown in the Reports, the annual maintenance budget is in balance, with expected expenditures of the <br />District not exceeding assessments. A draft resolution authorizing the levying and collection of <br />assessments is attached along with a map of the District. Copies of the Reports, which include the annual <br />budget and assessments, are available for review in the City Clerk's Office. <br />FISCAL IMPACT <br />The District's finances are separate from the City's General Fund. Expenditures are budgeted within the <br />Seaport Landscaping Maintenance District Fund. The District's annual maintenance budget is in balance, <br />with expected expenditures not exceeding assessments.
