6.1. - Page 4 of 17 <br />Other Boards, Commissions, and Committees not being addressed in this action <br />Planning Commission and Housing and Human Concerns Committee <br />Both of these bodies have bylaws that reference attendance provisions that are not in alignment <br />with the BCC Attendance Policy. Section 6(A) of the Planning Commission bylaws (8/31/2005) <br />provides for amendments by majority vote of the Commission. The Housing and Human Concerns <br />Committee bylaws (9/27/2010) require prior City Council approval to make changes to the <br />Committee's bylaws. <br />City Clerk's staff will work with staff liaisons for both of these bodies to assist with the updates <br />required to remove specific attendance provisions. <br />Library Board <br />The Library Board has already amended their bylaws (8/27/2019) to comport with the BCC <br />Attendance Policy. Section 18 of the City Charter, which outlines the provisions for the Library <br />Board, already contains language allowing members to serve until their successor is appointed <br />and qualified. <br />Arts Commission, Parks, Recreation, & Community Services Commission, and Senior Affairs <br />Commission <br />All three of these bodies have member terms that expire on May 31 of the fourth year of each <br />term and their relevant documents all contain language that authorizes members to serve until <br />their successor is appointed and qualified. Additionally, none of these bodies have provisions that <br />are incongruent with the BCC Attendance Policy, thus requiring no action to be taken at this time. <br />Board of Port Commissioners <br />Port Commissioner terms expire on June 30 of the fourth year of each term, which aligns with the <br />end of the fiscal year. Given the operational nature of the Port Commission, staff does not <br />recommend changing the term expiration date for this body. The Charter section governing the <br />Port Commission provides for members to serve in their positions until their successors are <br />appointed and qualified and there are no attendance provisions that conflict with the BCC <br />Attendance Policy.
