7.A. - Page 5 of 12 <br />ENVIRONMENTAL REVIEW <br />These proposed General Plan amendments, required transportation analysis, and Transportation Analysis <br />Manual have been reviewed with respect to applicability of CEQA and the CEQA Guidelines. The proposal <br />is not a "project" pursuant to CEQA Guidelines section 15378, and is therefore not subject to CEQA <br />pursuant to CEQA Guidelines section 15060(c)(3) because adoption of significance thresholds will not in <br />and of themselves result in either a direct physical change in the environment or a reasonably foreseeable <br />indirect physical change in the environment. Separately and independently, the proposal is also exempt <br />pursuant to CEQA Guidelines section 15061(b)(3), as it will not result directly or indirectly in significant <br />environmental impacts, and/or Public Resources Code section 21080(b)(1), because the City is mandated <br />to adopt the proposal, which is therefore ministerial. <br />PUBLIC NOTICE <br />A public hearing notice was emailed to interested parties, published in the San Mateo Daily Journal, and <br />posted on the City's website 10 days prior to the public hearing. Public notification was also achieved by <br />posting the agenda, with the agenda items being listed, at least 72 hours prior to the meeting. <br />ALTERNATIVES <br />1. Adopt the proposed General Plan amendments and the TAM, but with modifications. <br />2. Do not adopt the General Plan amendments and the TAM as proposed and instead direct staff to <br />return to Council with modifications. <br />3.
