Citywide Governance by District Elected Council; and <br />2. Constituent Relations with a District Elected Council. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />The City Council's Governance Sub -committee (Mayor Howard, Vice Mayor Masur, and Councilmember <br />Borgens) considered two new City Council policies at their May 14, 2020 meeting. The purpose of the <br />policies is to establish practices and procedures on governance and constituent relations as the City <br />transitions to District -based City Council elections. The Sub -committee is recommending the two policies <br />to the City Council for consideration and approval. <br />ANALYSIS <br />Transitioning from electing City Councilmembers on a city-wide basis to electing City Councilmembers on <br />a District basis raises questions on how Council policies and procedures on governance and constituent <br />relations may be impacted.
