9.A. - Page 2 of 6 <br />recently moved to District elections and reviewed materials prepared by the Institute for Local <br />Government and the California City Management Foundation. After reviewing the materials, staff <br />developed two policies for the Sub -Committee's consideration. <br />The "Citywide Governance by District Elected Council" policy articulates several tenets that reinforce the <br />current good governance principles under which the City Council governs. Practices and procedures stated <br />in the policy recognize that while City Councilmembers will be elected by Districts, they will govern and <br />make decisions regarding fiscal and resource allocations on a citywide and not district basis. This is to <br />ensure that the City Council considers the needs of the community as a whole in their decision making. <br />One topic that the Governance Subcommittee discussed at length is whether the current practice of <br />Boards, Commission and Committee (BCC) appointments should continue or whether BCC appointments <br />should be made on a District basis. The Committee's recommendation is to continue the current practice <br />of selecting BCC members without regard to their geographic location within the City. There was Sub - <br />Committee consensus that it will take time to fully settle into a District -elected City Council and the BCC <br />appointment process can be considered again in the future. <br />The "Constituent Relations with a District Elected Council" policy reinforces the Council's strategic <br />objective of "building community through information sharing, transparency, dialogue and community <br />engagement." The policy recognizes that Councilmembers may communicate or meet with any City <br />community member regardless of the District they reside in and when doing so should encourage the <br />resident voting in another District to communicate with their elected Councilmember. The policy <br />additionally states that the Councilmember will notify the District Councilmember of the communication <br />or meeting. <br />The policy provides that current City staff practices used to manage resident inquiries brought directly or <br />referred by a Councilmember to the City Manager will continue. City staff will continue to support <br />Councilmembers with District constituent matters using the same procedures and practices as those <br />under at -large elected Council. <br />The Committee requested that the draft policy include a provision that City Councilmembers inform each <br />other of emerging issues that they learn of from communications with constituents. <br />FISCAL IMPACT <br />Developing the recommended policies was accomplished within existing budget allocations; <br />implementing the recommended policies is not expected to have a significant fiscal impact. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />95 <br />
