EXHIBIT A

SCOPE OF SERVICES
REDWOOD CITY GENERAL PLAN
HOGLE-IRELAND,INC

Task 1.

Project Initiation and Project Management

1.1 Webpage Inputs

The City has already established an informative webpage on the City's website for the General
Plan effort. Hogle-Ireland, Inc. has found, through our work in other cities such as cities of
Riverside, Claremont, and Azusa that websites are very helpful in disseminating information and
encouraging participation. Our work scope assumes that the City will continue to be responsible
for maintaining the General Plan webpage. We will provide materials to the City to allow City staff
to continue to update the existing General Plan webpage to include new information about the re-
started General Plan process. We will provide technical reports, revised vision statements, draft
elements, schedules, and participation opportunities in formats suitable for posting on the
webpage (e.g. PDF versions).

1.2 Project Team Coordination/Update Meetings with Staff (allowance)

We will .attend staff meetings over the course of the program. The focus of these meetings will be
to work with City staff .on: 1) presenting and processing input from the community outreach
activities, and 2) coordination and evaluation of draft materials. The timing of these meetings will
be determined in consultation with City staff. We have provided an allowance for staff meetings
throughout the work program. We will maintain a meeting log and inform staff early if we
anticipate additional meeting time will be required to accomplish program objectives. Any
additional time required beyond this allowance will be billed on a reimbursable basis with prior
authorization from the City. Airplane travel time associated with meetings will not be billed
against this task.

For the purpose of this scope of work, consultant participation in or preparing for steering
committee meetings (other than the joint sessions discussed in Task 3) is not included. If the City
requests consultant participation in or preparation for steering committee meetings, the work
effort and costs associated with the work effort will be invoiced against this task.

1.3 Project Management

The purpose of this subtask is to ensure a consistent basis tor project management procedure,
including contract administration, invoicing, scheduling, and the timely delivery of products and
services. The Project Manager will maintain regular contact with the City's designated staff
member to monitor and review project progress and results. Our monthly invoice will include a
brief progress report to allow City staff to track the project as well.

Products:
· Website Updating
· Team Meetings (allowance)
· Brief Project Management Progress Reports included in Monthly Invoice

January 11, 2008
