<br />relationship of parking to the street and buildings, landscaping, pedestrian orientation, and <br />streetscape, among others. <br /> <br />Upon completion of the land use/community design analysis, we will prepare a technical <br />background report that relies heavily upon maps, graphics, charts, and photographs. This <br />technical background report will then serve as the basis for the EIR's existing .conditions analysis. <br /> <br />5.2 Report on Baseline Economic Conditions as Related to Land Use and Circulation <br />Policies <br /> <br />Although Redwood City has already completed an Economic Development Element, the goals <br />and policies in this Element will need to directly relate to the policies outlined in the new land Use <br />and Circulation Elements. One of the most significant challenges confronting many cities in the <br />Bay Area is how to allocate scarce land resources among various uses including employment~ <br />generating activities, retail space, and housing. In this task, Strategic Economics will evaluate the <br />City's current economic and fiscal conditions in order to ensure that the land Use and Circulation <br />Elements support the long-term viability and growth of Redwood City's various employment and <br />retail areas. The resulting succinct background report .and maps will include three key sections: <br /> <br />I. Baseline Conditions of Redwood City's Employment and Retail Nodes <br />In this section, Strategic Economics will characterize various subareas of the City based on their <br />employment types,land use mix, and fiscal contributions. <br /> <br />For this task, Strategic Economics will purchase the Dun & Bradstreet National Employment Time <br />Series (NETS) Database, which provides detailed business-level information - including number <br />of employees, SIC code, and address - for every year from 1990 through 2006. This database <br />will be provided to the City as a resource for future analysis as well. <br /> <br />Strategic Economics will use data from the NETS database to create a detailed map of existing <br />employment by sector throughout the City, including the unincorporated North Fair Oaks area. <br />The analysis behind this map will establish how much land is currently being allocated to various <br />industry types and jobs. <br /> <br />Time-series employment analysis using the NETS database and interviews with local real estate <br />experts 1 will be used to understand how areas of the City that are presently supporting <br />employment have changed over the past 10 to 15 years, and how the spatial needs of Redwood <br />City's major industries have changed. ABAG projections will be combined with this analysis in <br />order to forecast the future demand for land and buildings of various types. It is assumed that any <br />grouping of industries into clusters or other kinds of categorization will be done ina manner that is <br />consistent with the Draft Economic Development Element and that every effort will be made to <br />utilize data already collected during the development of the current ED Element. <br /> <br />In addition, Strategic Economics will use parcel based property and sales tax data to calculate the <br />current "fiscal performance" of allnen-residential areas within the city. Although Strategic <br />Economics will analyze confidential detailed sales tax data (as available), this data will only be <br />displayed at an aggregated scale in the report to avoid any breaches in confidentiality. The <br />quantitative analysis will be augmented by interviews with real estate brokers and other key <br /> <br />"- <br />Typically, experts include city staff, locaVregional real estate brokers~nd local/regional developers.
