If additional revisions are necessary, they will be prepared on a time and materials basis <br />with the City providing written authorization prior to the revision's initiation. It is assumed that the <br />background reports will be initiated during Wave 1 and continuing intoWave 2. <br /> <br />5.1 Draft Land Use/CommunityDesignReport <br /> <br />The Land Use/Community Design Element and the supporting background report will explore <br />more than land use; It will Include urban design, community character, livability issues, and <br />sustainability. We anticipate creating a hybrid form-based General Plan that encapsulates the <br />best of traditional general plans and the newer, invigorating new urbanist plans. As such, we will <br />look at the city, not just as a series of land uses to be mapped and analyzed, but as integrated <br />puzzle pieces creating neighborhoods, corridors, and districts, each of which has their own <br />charm, character, and dynamics. Our team includes noted urban designer Gerry Gast (urban <br />design subconsultant) to participate in this component of the work program. <br /> <br />It is our understanding that the City's GIS data contains an accurate existing land use data base. <br />As such, we will primarily rely on the City's existing land use information contained within its GIS <br />system; however, we will supplement the information with a limited windshIeld survey to verify <br />land uses in specific neighborhoods, corridors, or districts identified by the City. In addition, these <br />surveys will allow us to better understand the character, nature, and function of these areas. <br /> <br />The existing land use data will be compiled along with existing General Plan policy, <br />redevelopment plans, specific plans, and zoning data. This information will be used to conduct a <br />nonconforming use analysis, and development potential and consistency analysis. We <br />understand that existing zoning maps might not be consistent with existing land use policy. If so, <br />our analysis will map those parcels/areas that may need to be updated for consistency. <br /> <br />We will survey neighborhoods, districts, and corridors to ascertainJhe local character, role within <br />the larger city, and .charm.
