. Development and mass distribution of up to 4 em ail bulletin messages

Task 3.8
. Preparation of one on-line survey
. Coordination with City website staff in developing graphical link to survey page
. Summary of survey results

Task 3.9
. Meeting with PIO
. Assistance with 4 press releases and two print ads

Task 4.

Evaluate General Plan and Zoning Map

The purpose of this task is to identify ideas and goals contained in current planning documents
that are still Important and relevant to Redwood City, to define new goals, and to develop a
priorityUsting of goals and programs to be achieved in the near, mid, and long term.

4.1 Review Existing Draft/Concept Elements, Current General Plan, and Zoning Map

In this task, we will review the current or adopted General Plan and the recently drafted five
elements to understand their content, and to determine relevancy in the future General Plan. We
will consult with City staff to determine the continued relevancy of the adopted General Plan's
policies/programs and the recently drafted elements' policies/programs. Based upon this
discussion and with the technical knowledge gained in Task 5, we will prepare a policy workbook
asking Planning staff and the Committee members to comment on the policies/programs that .are
being considered relevant and to comment on new policies/programs prepared in response to
affinity group and other workshops input and technical background reports' findings.

4.2 Review General Plan Format

In recent years, the state-of-the-art General Plan has moved away from multiple, separate
elements and moved toward integrated chapters that contain two or more "traditional" elements.
This type of format focuses on key resource areas or topics such as built environment, natural
environment, and community services. This format also removes the redundancy that can occur
in the multiple element format We firmly believe that a picture is worth a thousand words. Our
general plans contain easy to understand tables, charts, sketches, iIIustrations,.and photographs,
each of which clearly depicts the planning concept and the desire outcome. While we are not
prescribing the type of format without thoroughly evaluating Redwood City's General Plan and the
drafted elements, we would anticipate that a resource based type of format might be appropriate.
In this task, we will review the existing General Plan and the draft elements. We will work with
staff to determine how staff wants to use the General Plan and what staff wants the General Plan
to look like. After the review and workIng with staff, we will propose a draft General Plan format
for the City's consideration. '

At a minimum, the work scope allows for incorporating all topics addressed in the currently
adopted and draft elements into the new General Plan. The structure will be as follows:

New Element or Section
Introduction: Framework for Planning and
Decision Makin

SCOPE OF SERVICES
Redwood City General Plan
January 11, 2008
Page 10
