Office of Historic Preservation Determinations of Eligibility for the NRHP, California Inventory of Historic Resources, California Historical Landmarks, and California Points of Historical Interest. JRP will conduct a .site visit to Redwood City to review current documentation on historical resources. As necessary, JRP will conduct a records search at the California Historical Resources Information System, Northwest Information Center at Sonoma State University and will review previously prepared documents such as EIRsand historical resources inventory and evaluation reports. The draft historic resources report will describe all inforrnationsources consulted (including any DPR forms the City has completed) in assessing whether the General Plan program will cause a substantial adverse change to historical resources as identified in the description of current conditions. lfa substantial adverse change to historical resources is identified, the report will provide suggested mitigation measures to reduce or eliminate those impacts. JRP will work closely with the City's Historic Resources Advisory Committee (HRAC) to prepare the draft Historic Resources Report and the draft Historic Element. 5.7 Draft Housing Element Report The Housing Element is one of the seven General Plan elements mandated by the State of California. Sections 65580 to 65590 of the California Government Code contain the legislative mandate for the housing element. Government Code Section 65581 states that it is the intent of the Legislature: . To assure that counties and cities recognize their responsibilities in contributing to the attainment of the state housing goal. . To assure that counties and cities will prepare and implement housing elements which, along with federal and state programs, will move toward attainment of the state housing goal. . To recognize that each locality is best capable of determining what efforts are required by it to contribute to the attainment of the state housing goal, provided such a determination is compatible with the state housing goal and regional housing needs. . To ensure that each local government cooperates with other local governments in order to address regional housing needs. A Housing Element should clearly identify and address, at a minimum, each component listed below: . An assessment of housing needs and an inventory of resources and constraints relevant to the meeting of these needs. . A statement of the community's goals, quantified objectives, and policies relative to the maintenance, preservation, improvement, and development of housing. . A program which sets forth a five-year schedule of actions the local government is undertaking or intends to undertake to implement the policies and achieve the goals and objectives of the housing element. State law also requires the City to identify adequate sites for housing, including rental housing, factory-built housing, and mobile homes, and make adequate provision for the existing and projected needs of all economic segments of the community. Our experience with recent housing elements in other jurisdictions has shown that the Department of Housing and Community Development (HCD) asks for detailed information regarding ~xactly where in a community housing sites are available to meet projected housing needs, and what sources of funding will be used to help meet these needs.
