While the Association of Bay Area Governments (ABAG) is responsible for distributing the regional housing needs to cities in the ABAG region, pursuant to Government Code Sections 65584-65584.05, the 20 cities of San Mateo County and the County of San Mateo have become a member of a Countywide .Subregion," an ad hoc joint powers authority formed specifically to locally administer ABAG's Regional Housing Needs Allocation or RHNA process. The City/County Association of Governments of san Mateo County (C/CAG)is charged with distributing the regional housing need to the cities in the County including Redwood City. In addition, the adopted RHNA methodology for the San Mateo sub region includes opportunities for the cities and the County to negotiate additional trades between jurisdictions. For the 2007 - 2014 RHNA cycle, the draft housing allocation for Redwood City is approximately 1,832 units. This allocation may change slightly as the County finalizes the RHNAallocation. Final housing need allocation will be released in June 2008 with an ABAG housing element deadline of June 30, 2009. Very low income 418 Low income 300 Moderate income 354 Above moderate income 760 Total Units 1,832 The Housing Element for Redwood City will establish policies, procedures and incentives aimed toward the maintenance and expansion of the housing supply to adequately accommodate the City's existing and future households. The new Housing Element will institute policies that will guide decision-making, and will establish an action program to implement housing goals through 2014.. The Housing Element cycle for the ABAG region requires adoption of a new Housing Element by June 30,2009. We have put together the following approach based on our experience preparing numerous housing elements and knowing that HCD will look closely at the analysis of sites available to meet the current RHNA allocation of 1 .832 units at the specified income levels. Our scope provides for adoption of the Housing Element by June, 30 2009. Additional time may be required beyond this date to satisfy all HCD requirements given that the City did not adopt their previous housing element - reviewed by HCD in 2004. The Housing Element involves these basiC components: 1) an assessment of the City's housing needs; 2) analysis of the constraints to meeting identified housing needs; 3) identification of specific and adequate sites to meet existing and projected housing needs; 4) prepare a housing implementation strategy; 5) drafting the housing element; and 6) revising the draft for review by the HCD. Subtask 5.7.1 Review existing Documents Hogle-Ireland will review City documents to aid in underStanding local conditions and the community's housing needs.
