A preliminary potential housing sites inventory <br /> <br />Subtask 5.7.2 Existing Housing Element Progress Report <br /> <br />As required by State law, this task will produce a report on the progress the City has made in <br />implementing the existing Housing Element. In general, the task will include a review of the <br />following: <br /> <br />. The City's progress in implementing the Housing Element. The results wiUbe qUantified <br />where possible, but may be qualitative where necessary. <br />. The appropriateness of the housing goals, objectives, and policies in contributing to the <br />attainment of the stated housing goal <br />. The effectiveness of the Housing Element in attaining community housing goals and <br />objectives <br /> <br />Subtask 5.7.3 Housing Needs Assessment <br /> <br />A thorough needs assessment is important to develop responsive housing programs. The <br />Housing Needs Assessment section of the Housing Element will be comprehensively updated <br />with the most current data available, providing an overview of historical data to illustrate <br />demographic, household, and housing trends. Sources of data include but are not limited to: <br /> <br />. 1990 and 2000 Census <br />. 2007 State Department of Finance Population and Housing Estimates <br />. 2005 American Community Survey, U.S. Census Bureau <br />. ABAG Population and Housing Projections <br />. State Employment Development Department labor market and wage statistics <br />. Market sales data from commercial sources (such as DataQuick, Realtor.com. <br />Rentslicer.com, and California Association of Realtors) <br />. GIS land use data developed for the Land Use Element <br /> <br />Developing a housing program requires critically evaluating data. The housing needs assessment <br />reviews population and household characteristics, housing characteristics, and special needs <br />groups to identify and determine the extent of housing need. The housing needs assessment <br />identifies existing and projected needs. Analysis of population trends, employment trends, <br />documentation of population projections, and employment projections provide this information. <br />The housing needs assessment also looks at the number of households overpaying for housing <br />expenses, living in overcrowded conditions, or with special housing needs (e.g. elderly,large <br />families, homeless), number of housing units needing rehabilitation, and assisted affordable units <br />at-risk of converting to market-rate. . <br /> <br />Subtask 5.7.4 Constraints AnalysiS <br /> <br />Having identified priority housing needs, the second task will be to identify any constraints to <br />addressing the City's housing needs. This includes constraiots to the maintenance, improvement, <br />and development of housing affordable for households of all income levels and those with special <br />needs.
