<br />Alternative for General Plan Buildout. Up to three additional General Plan land use alternatives <br />will be addressed in lesser detail, drawing upon the analysis conducted in Task 3; a detailed list <br />of impacts and mitigation measures will not be developed for these alternatives. <br /> <br />Utilities - CirclePoint will draw from the Infrastructure Element and, as necessary,supplemental <br />interviews with service providers in creating an overview of the systems and providers, their <br />respective available capacities, and proposed improvements for water, wastewater, storm <br />drainage, solid waste, and power utilities. Although a water supply analysis under California <br />Government Code~66743.7 is not required (as the Project does not include .a subdivision), we <br />will coordinate with City planning and engineering staff, as well as the appropriate personnel at <br />the San Francisco Public Utilities Commission (the agency which oversees the Hetch Hetchy <br />System) as to projected water supply and water infrastructure plans within the City. <br /> <br />8.3 Alternatives Analysis <br /> <br />The Hogle-Ireland team will use CommunityViz as a means Of generating and evaluating land use <br />and circulation alternatives. Programs like these typically generate graphical examples of future <br />buildout scenarios as well as a wealth of quantitative data that can be very useful in <br />environmental analysis, particularly if they are applied ata citywide level. <br /> <br />The consultant team and City staff will work together in the formulation of these alternatives., <br />providing a draft of potential project objectives to be used in the EIR project description. We will <br />conduct a brief review of the preliminary alternatives compared to the preliminary project <br />objectives, seeking opportunities for refinement of each. We will also identify any potential <br />environmental impacts that are not computed in the modeling exercise. The intent of this <br />consultation and review is to help identify a preferred alternative that avoids or minimizes <br />environmental impacts. The alternatives developed in this exercise can be, if desired, used as <br />the basis for the alternatives discussion within the EIR. <br /> <br />Following the finalization of the preferred alternative, we will work closely with the General Plan <br />team in developing a project description. The project description will include clearly stated project <br />objectives that will be strategically focused on the City's goals for the New General Plan. <br /> <br />8.4 CEQA-Required Assessments (Cumulative, Growth-Inducing, Significant <br />Unavoidable, Impacts Found less than significant) <br /> <br />The analysis of cumulative impacts will be based on Section 15130 of the CEQA Guidelines. <br />CirclePoint will compare the level of population and employment growth that would result from <br />buildout of the New General Plan to regional growth projections (primarily ABAG Projections). <br /> <br />The EIR will evaluate whether there are significant cumulative impacts associated with the New <br />General Plan, covering each CEQA topical area separately, determining whether the project's <br />contribution toa significant cumulative impact would besubst~ntial ("cumulatively considerable"). <br />In general, a project's contribution toa cumulative impact is determined not to be cumulatively <br />considerable if the project includes measures that required the implementation of a fair share of <br />mitigation designed to alleviate the cumulative impact. The EIR will provide a discussion of any <br />reasonably feasible options for mitigating or avoiding the project's contribution to any significant <br />cumulative impacts. <br /> <br />Growth-inducing impacts will also be analyzed. The New General Plan is anticipated to guide <br />growth within the City over the next 20 years ~ in an orderly and long-term sustainable manner. <br /> <br />SCOPE OF SERVICES <br />Redwood City General Plan <br />January 11, 2008 <br />Page 34 <br />
