<br />A discussion of anticipated regional growth will also be included here asa basis for comparison <br />with the New General Plan's numerous policies intended to gUide growth in the context of <br />environmental sustainability. <br /> <br />Finally, the section will include a discussion and analysis of any significant irreversible <br />environmental changes and unavoidable environmental impacts; to the extent either of these is <br />present following mitigation. <br /> <br />8.5 Administrative andScreencheck Draft Program EIR <br /> <br />Following the completion of the earlierEIR tasks, CirclePoint will prepare the Administrative Draft <br />EIR for staff review. CirclePoint team members Nomad, Illingworth & Rodkin, BASELlNE,and <br />JRP will lead preparation of sections within their disciplines and within a template provided by <br />CirclePoint. <br /> <br />Based on one consolidated set of comments from City staff, CirclePoint will produce a <br />Screencheck Draft. Based on one consolidated set of staff comments on the Screencheck, <br />CirclePoint will produce a DEIR for public review. <br /> <br />As part of this task, we anticipate attending up to three meetings with City staff to review draft <br />documents and discuss potential revisions. Technical team members will also be available to <br />meet with City staff if desired. <br /> <br />We will prepare an electronic database including names, addresses, contact person, phone <br />numbers, as well as columns to identify those persons/agencies on the list providing comments <br />and receiving copies of the EIR. This list Will be submitted to the City's project manager for <br />review. This list will be maintained through the Final EIR. <br /> <br />CirclePoint will prepare a Notice of Completion for submittal to the State Clearinghouse as well as <br />a more reader-friendly notice of the DEIR's availability, suitable for mailing and/or electronic <br />distribution. <br /> <br />8.6 Prepare FinalEIR <br /> <br />The FinalEIR will consist of a summary of the public comment process, identification of changes <br />in the project as a result of public input, summary of any additional mitigation measures identified <br />as a result of publiC input or changes in the project description, comment letters received during <br />the public comment period, and responses to those comments. This information will be integrated <br />into a revised version of the Draft EIR. Substantial changes in the project description requiring re- <br />analysis or production of new mapping or figures is not anticipated, nor is new technical analysis. <br /> <br />Responses to Comments <br />Following the close of the public review period of the DEIR, CirclePoint will meet with the City <br />project manager to go over the format of the response document and discuss how comments will <br />be addressed. To most efficiently .address a large volume of related comments, CirclePoint <br />anticipates making extensive use of "master responses' arranged thematically. The response <br />document will include proposed text changes, summary of key comments and responses, <br />responses to comments in the transcripts, and responses to comments on individual comment <br />letters. <br /> <br />For responses to comments, a "level of effort" estimate has been included with this scope of <br />services.
