<br />Upon receipt of HCO's review letter, we will work with staff to draft changes to the Housing <br />Element to respond to HCO concerns. All proposed changes to the Housing Element will be <br />prepared in underline/strikeout format. Typically, two reviews by HCO are required (each of <br />which may take up to 60 days) to achieve certification. Our budget includes an allowance for <br />consultation/negotiation with HCO staff. Any time required beyond this allowance to address <br />HCO's comments and concerns will be billed on a reimbursable basis with prior authorization <br />from the City. <br /> <br />In some cases, HCO may require changes to the Housing Element that are not consistent with <br />local policy direction and thus HCDcertification cannot be achieved. In that event, we can assist <br />the City in preparing written findings to be included in the resolution of adoption to provide the <br />reasons justifying how the Housing Element substantially complies with the requirements of state <br />law. Such services will be provided at an additional cost. <br /> <br />9.2 CommisslonStudy$essions <br /> <br />We understand that there are some seven City Commissions that will review all or part of the <br />General Plan prior to the initiation public hearings. As such, we propose to convene four 2-hour <br />study sessions for the various commissioners to attend. The four study session topics could be: <br /> <br />1) Land Use/Design/Circulation Element, Economic Development, and Housing Element <br />2) Parks and Recreation Element .and Natural Resources Element <br />3) Cultural Resources Element and Human Needs Element <br />4) Infrastructure Element and Public Safety Element <br /> <br />We will provide a hard copy and an electronic file of all study session materials for the City to <br />reproduce and distribute to the commissioners. In addition, the City staff would be responsible for <br />study session facilities and logistics. <br /> <br />9.3 Planning Commission - Public Hearings (allowance) <br /> <br />Laura Stetson, Lisa Brownfield, Phyllis Potter, Sohrab Rashid, Dena Belzer, and/or other key <br />team members will be available to attend Planning Commission hearings to present the Draft <br />General Plan and OElR and to respond to public and Commission comments and questions. Our <br />fee proposal includes a budget allowance for attending Planning Commission hearings. <br />Attendance at hearings in excess of this allowance may require either a budget amendment or <br />modification to another portion of this scope of work. <br /> <br />9.4 City Council - Public Hearings (allowance) <br /> <br />Laura Stetson, Lisa Brownfield, Phyllis Potter, and Sohrab Rashid are available to attend City <br />Council hearings to present the Draft General Plan and Specific Plan, and to respond to public <br />and Council comments and questions. Other members of the project team will be available to <br />attend on a reimbursable basis. Our fee proposal includes a budget allowance for attending City <br />Council hearings.
