Recommendation: Adopt, by a vote of at least six City Council Members, an urgency ordinance approving Zoning Ordinance amendments related to ADUs to comply with State law and other miscellaneous amendments. CEQA: This is not a project under California Environmental Quality Act (CEQA) Motion and second, Reddy and Borgens, to adopt, by a vote of at least six City Council Members, an urgency ordinance approving Zoning Ordinance amendments related to ADUs to comply with State law and other miscellaneous amendments, with the friendly amendment to allow for a 16' height limit to comply with State law, apply lot coverage to ADUs greater than 800 sq. ft., apply the Floor Area Ratio to ADUs above 800 sq. ft., and allow short-term rentals for existing ADUs prior to July 13, 2020, fails 4-3 (Hale, Aguirre and Masur with dissenting votes) by roll call vote. 7.13. Recommendation: Adopt a resolution approving and adopting the Five -Year Permanent Local Housing Allocation (PLHA) Plan for the 2019-2023 Funding Period; authorizing and directing the City to receive the PLHA grant in an amount not to exceed $2,086,314; and authorizing the City Manager or her designee to execute the PLHA Program Application, any subsequent amendments or modifications, and other necessary documents.
