CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />Motion and second, Aguirre and Reddy, to adopt a resolution approving and <br />adopting the Five -Year Permanent Local Housing Allocation (PLHA) Plan for <br />the 2019-2023 Funding Period; authorizing and directing the City to receive <br />the PLHA grant in an amount not to exceed $2,086,314; and authorizing the <br />City Manager or her designee to execute the PLHA Program Application, any <br />subsequent amendments or modifications, and other necessary documents, <br />passes unanimously by roll call vote. <br />7.C. Amendment, elimination, and adoption of certain fees for the City's Fire, <br />Library, and Parks, Recreation and Community Services Departments <br />(301) Res (0049) 15865, Res (0048) 15866 and (205) MO 20-113 <br />Library Director Derek Wolfgram gave a presentation. <br />Mayor Howard opened the public hearing. The following members of the public <br />provided comment live during the teleconference: <br />• Candice Nance <br />The following members of the public provided written public comment: <br />■ Emily Kohn <br />Motion and second, Masur and Borgens, to close the public hearing, passes <br />unanimously by roll call vote. <br />Recommendation: <br />1. Hold a public hearing; <br />2. Adopt a resolution amending, eliminating, and adopting certain fees and <br />charges for the Library and Parks, Recreation, and Community Services <br />Departments; <br />3. Adopt a resolution adopting certain fees and charges for Fire Department <br />services; <br />4. By motion, direct staff to administratively incorporate the proposed fees into <br />the City's Master Fee Schedule; and <br />5.
