07/27/2020 <br />RESOLUTION NO. 15876 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />REQUIRING DEVELOPMENT PROJECTS TO COMPLETE A LOCAL <br />TRANSPORTATION ANALYSIS, APPROVING A TRANSPORTATION <br />ANALYSIS MANUAL (TAM), AND AUTHORIZING THE CITY MANAGER OR <br />DESIGNEE TO UPDATE THE TAM <br />WHEREAS, on October 11, 2010, the City Council of the City of Redwood City ("City <br />Council') adopted the new Redwood City General Plan; and <br />WHEREAS, the General Plan establishes transportation -related goals, policies and <br />programs; and <br />WHEREAS, the Circulation Section of the Built Environment Element of the General Plan <br />has policies to ensure adequate transportation systems for the City; and <br />WHEREAS, under Senate Bill 743 (SB 743) and implementing California Environmental <br />Quality Act (CEQA) Guidelines (California Code of Regulations, Title 14, Sections 15000 et seq.) <br />issued by the California Natural Resources agency in December 2018, lead agencies shall no <br />longer use automobile Level of Service (LOS) in CEQA analyses, and must instead adopt a new <br />transportation metric such as Vehicle Miles Traveled (VMT); and <br />WHEREAS, pursuant to CEQA Guidelines Section 15064.7, the City is separately <br />adopting VMT thresholds of significance for purposes of future traffic and transportation analyses; <br />and <br />WHEREAS, in order to implement SB 743, a Transportation Analysis Manual (TAM) was <br />developed to further detail the required transportation analysis consistent with State law and the <br />Circulation Section of the General Plan; and <br />WHEREAS, the TAM will need to be periodically updated to reflect changes in State law, <br />the General Plan, and how VMT analyses are completed, as well as to make technical <br />adjustments as the City gains experience with applying the TAM to projects; and <br />WHEREAS, on July 23, 2018, the City Council adopted a resolution approving <br />RWCmoves, a Citywide transportation plan that includes a number of policies and projects to <br />meet City transportation goals; and <br />WHEREAS, by separate resolution and following Planning Commission review, the City <br />Council is adopting General Plan amendments to clarify how the VMT transition will be <br />implemented in the City and for internal consistency within the General Plan, as well as to update <br />and reframe LOS requirements as a land use standard rather than a CEQA requirement, <br />consistent with SB 743. <br />ATTY/RESO.0075/CC RESO TRANSPORTATION ANALYSIS MANUAL RESO.
