07/27/2020 NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF REDWOOD CITY AS FOLLOWS: Section 1. The recitals set forth above are true and correct, and are hereby incorporated herein by this reference as if fully set forth in their entirety. Section 2. CEQA. This proposed Local Transportation Analysis requirement and Transportation Analysis Manual have been reviewed with respect to applicability of CEQA and the CEQA Guidelines. The proposal is not a "project" pursuant to CEQA Guidelines section 15378, and is therefore not subject to CEQA pursuant to CEQA Guidelines section 15060(c)(3) because adoption of significance thresholds will not in and of themselves result in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. Separately and independently, the proposal is also exempt pursuant to CEQA Guidelines section 15061(b)(3), as it will not result directly or indirectly in significant environmental impacts, and/or Public Resources Code section 21080(b)(1), because the City is mandated to adopt the proposal, which is therefore ministerial. Section 3. Local Transportation Analysis Required. Development projects undertaken within the City of Redwood City shall be required to complete a Local Transportation Analysis to evaluate the adequacy of on-site access and circulation, project impacts on the environment, and project's effects on the surrounding transportation network. Section 4. Approval of Transportation Analysis Manual. The City Council of the City of Redwood City hereby approves the Transportation Analysis Manual linked to the staff report and delegates authority to the City Manager or her designee to modify the document as appropriate.
