07/27/2020 <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />REDWOOD CITY AS FOLLOWS: <br />Section 1. The recitals set forth above are true and correct, and are hereby incorporated <br />herein by this reference as if fully set forth in their entirety. <br />Section 2. CEQA. This proposed Local Transportation Analysis requirement and <br />Transportation Analysis Manual have been reviewed with respect to applicability of CEQA and <br />the CEQA Guidelines. The proposal is not a "project" pursuant to CEQA Guidelines section <br />15378, and is therefore not subject to CEQA pursuant to CEQA Guidelines section 15060(c)(3) <br />because adoption of significance thresholds will not in and of themselves result in either a direct <br />physical change in the environment or a reasonably foreseeable indirect physical change in the <br />environment. Separately and independently, the proposal is also exempt pursuant to CEQA <br />Guidelines section 15061(b)(3), as it will not result directly or indirectly in significant environmental <br />impacts, and/or Public Resources Code section 21080(b)(1), because the City is mandated to <br />adopt the proposal, which is therefore ministerial. <br />Section 3. Local Transportation Analysis Required. Development projects <br />undertaken within the City of Redwood City shall be required to complete a Local Transportation <br />Analysis to evaluate the adequacy of on-site access and circulation, project impacts on the <br />environment, and project's effects on the surrounding transportation network. <br />Section 4. Approval of Transportation Analysis Manual. The City Council of the City of <br />Redwood City hereby approves the Transportation Analysis Manual linked to the staff report and <br />delegates authority to the City Manager or her designee to modify the document as appropriate. <br />Section 5.
