7.A. - Page 5 of 25 <br />Given the particular importance of creating on-site affordable housing, there is a requirement for rental <br />and for -sale housing projects of 20 units or more (§29.3). The standard affordable housing requirements <br />are summarized below and identify which projects have provided more affordable units, or a deeper level <br />of affordability than the standard requirements. <br />• Rental Projects: 10% units provided at moderate income level, 5% units at low income level and <br />5% of units provided at very low income level. <br />• Ownership Projects: 15% units provided at moderate income level. <br />In addition to the outlined strategic priorities, staff analysis identifies other community benefits provided <br />by each project which meet the City's goals, as outlined in the General Plan and Downtown Precise Plan <br />(DTPP). These benefits include, but are not limited to, providing pedestrian facilities and linkages, <br />entertainment uses (especially family -friendly uses), retail to support our existing retail base, and public <br />open space for community engagement. <br />Staff will return for a final hearing, tentatively scheduled for October 12, 2020, after the Study Sessions <br />with pre -prepared resolutions ready for Council action. Each resolution will denote a two-year time limit <br />for an applicant to submit the application to the City or the initiation becomes null and void. This two- <br />year timeframe will provide the applicant with additional time to fully assess the economic and project - <br />specific fiscal impacts of COIVD-19 on their proposed projects but also creates a time limit so as not to <br />conflict with the upcoming Central Redwood City visioning process. <br />Gatekeeper Proiects <br />Development projects presented at this hearing are those that propose predominantly housing uses. Site <br />#1, 1322 EI Camino Real (Record Man), has withdrawn their application from the Gatekeeper process. The <br />geographic location of all Gatekeeper project sites are shown in Figure 1, with those included in this <br />hearing highlighted.
