8.A. - Page 2 of 11 <br />ANALYSIS <br />On August 5, 2020, the City Council's Communications Sub -Committee discussed resolutions approved by <br />the County of San Mateo and the Cities of Menlo Park, Mountain View and San Mateo related to the Black <br />Lives Matter sentiment or movement and racial equity. The Sub -Committee developed a resolution that <br />acknowledges racism, racially motivated violence and unequal justice, affirms the City Council's values, <br />and commits the City of Redwood City to specific actions to advance equal treatment of all residents. <br />If directed to conduct analysis and make recommendations related to a mural or monument, staff would <br />develop a proposed workplan and budget for the City Council's consideration. The process of creating a <br />mural or monument would include community engagement coordinated by staff in concert with the Arts <br />Commission, a recommendation from the Arts Commission and then approval by the City <br />Council. Development of the workplan and budget would likely require up to three months in light of <br />current staff commitments; the workplan will identify potential timeframes to develop the mural or <br />monument. A typical workplan for creating a mural or monument would include: <br />(a) Working with the Arts Commission on community engagement such as listening sessions and <br />public input opportunities; <br />(b) Creating a scope of work for the mural or monument such as location, access, type of piece, <br />style, materials, maintenance considerations, and budget; <br />(c) Developing a call for artist/artist commissioning; <br />(d) Presenting a rendering to the Arts Commission for recommendation to the City Council; <br />(e) Presenting to the City Council for approval; and <br />(f) Implementation. <br />FISCAL IMPACT <br />Preparation of the referral has been accommodated within existing financial resources. No additional <br />resources would be required to adopt the proposed resolution. <br />Should the City Council direct staff to research and make recommendations related to commissioning a <br />mural or monument, staff will develop a fiscal analysis associated with the proposed workplan. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or a reasonably <br />foreseeable indirect physical change in the environment. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />77 <br />
