TOOL SELECTION OPTIONS <br />• AARC Risk and Resilience Analytic Tool (ARRT) <br />• Vulnerability Self -Assessment Tool (VSAT) <br />• Program to Assist Risk and Resilience Examination (PARRE) <br />Consultant has developed ARRT as a transparent, readily understandable and universally <br />useable tool for assessing utility risk and weighing risk mitigation choices. <br />Consultant is able to expand upon the capabilities of either ARRT, VSAT, or PARRE by <br />including queries based on the Resilience Attributes Framework developed by Principal <br />Scientist Dr. Scott Thomas. This approach proved useful for the US Army and was featured <br />in a recent Argonne National Laboratory report. It is easy to employ by non -specialists and <br />therefore easy to use in RRA updates (required every five years). <br />Upon selection of the appropriate analysis tool in coordination with the City, Consultant shall <br />use the tool to identify and document threats that present the highest risks to water facilities, <br />as well as to evaluate costs and benefits of countermeasures to reduce those risks. <br />The City's ERP shall document preparedness, response and recovery procedures used <br />to protect against emergencies. These shall be primarily managed by the City with Mutual <br />Aid, including resources from other private and public agencies. The City's existing <br />Emergency Response Plan (April 2018) and policies will be incorporated, demonstrating <br />best practices. <br />No -Deliverables: Kick -Off Meeting (agenda, meeting, and minutes); Periodic Project <br />Meetings (In-person and Conference Call/Webinar); Monthly Invoices and Progress <br />Updates. <br />1.2 — Data Collection <br />Consultant shall request from the City the data and information necessary to perform the <br />RRA and develop the ERP, which may include the following: <br />Dam.
