I was always told an election was where people go to the polls and vote for a candidate - even if only one person <br />submitted paperwork. I am not sure why the City Council is in a hurry to get Mr. Smith declared a winner of Division 4. <br />Especially since he can not be seated on the Council until the elections are over for the other division elections are <br />completed and all of the winners are sworn into office. <br />More important is writ -in candidates would be exc;uded from the election process which I believe would be illegal.
