I was always told an election was where people go to the polls and vote for a <br />candidate - even if only one person submitted paperwork. I am not sure why the City <br />Council is in a hurry to get Mr. Smith declared a winner of Division 4. Especially since he <br />can not be seated on the Council until the elections are over for the other division elections <br />are completed and all of the winners are sworn into office. <br />More important is writ -in candidates would be exc;uded from the election process which I <br />believe would be illegal.
