05/04/2020 <br />RESOLUTION NO. 15839 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />REDWOOD CITY APPROVING AMENDMENTS TO THE 2019-2020 <br />CDBG ANNUAL ACTION PLAN TO ALLOCATE $448,039 IN CDBG-CV <br />FUNDING AND REPROGRAM $321,000 IN UNSPENT 2019 CDBG <br />FUNDING TO THE COVID-19 EMERGENCY RENTAL ASSISTANCE <br />PROGRAM AND AUTHORIZING THE CITY MANAGER TO EXECUTE <br />ALL RELATED DOCUMENTS <br />WHEREAS, the United States Department of Housing and Urban Development <br />("HUD") Community Development Block Grant Program ("CDBG"), authorized pursuant <br />to Title I of the Housing and Community Development Act of 1974 (P.L. 93-383), as <br />amended (the "Act"), and HOME Investment Partnerships Program, contained in Title 11 <br />of the Cranston -Gonzalez National Affordable Housing Act, provide Redwood City <br />("City") with federal entitlement grant funds to finance a continuum of activities ranging <br />from public services to economic development and the preservation and production of <br />affordable housing; and <br />WHEREAS, on April 22, 2019, the City Council adopted Resolution No. 15754 <br />approving the 2019-2020 Annual Action Plan; and <br />WHEREAS, on March 27, 2020, the federal Coronavirus Aid, Relief, and <br />Economic Security Act (the "CARES Act") was enacted, which included an allocation to <br />the City of $448,039 in CDBG Coronavirus ("CDBG-CV") funding intended to prevent <br />the spread of the Novel Coronavirus ("COVID-19") and to facilitate assistance to eligible <br />communities and households economically impacted by COVID-19; and <br />WHEREAS, the City must amend its 2019-2020 Annual Action Plan to <br />incorporate and immediately use this CDBG-CV funding; and <br />WHEREAS, HUD has issued waivers of certain requirements related to the <br />Community Planning and Development Grant Program and Consolidated Plan in order <br />to expedite the use of CDBG-CV funds and help prevent the spread of COVID-19 and <br />mitigate economic impacts caused by COVID-19; and <br />WHEREAS, on April 16, 2020, the City notified HUD of the City's intent to use <br />the Citizen Participation Public Comment Period for Consolidated Plan Amendment <br />waiver ("Public Comment Period Waiver"), which reduces the length of the public <br />comment period, and the Citizen Participation Reasonable Notice and Opportunity to <br />ATTY/RESO.0029/CC RESO APPROVING AMENDMENTS TO THE 2019-2020 ANNUAL ACTION PLAN RESO.
