05/04/2020 <br />Comment waiver ("Public Hearing Waiver"), which allows for virtual public hearings. On <br />April 17, 2020, HUD acknowledged receipt of this notification; and <br />WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the Public <br />Comment Period Waiver, and the Public Hearing Waiver, the City has followed its <br />Community Participation Plan as part of the process for amending the 2019-2020 <br />Annual Action Plan; and <br />WHEREAS, a 10 -day request for public comments on the draft amendment to <br />the 2019-2020 Annual Action Plan has been published covering the period from April <br />24, 2020 to May 4, 2020; and <br />WHEREAS, the City Council desires to approve the amendments to the 2019- <br />2020 Annual Action Plan and authorize the execution of all documents pertaining <br />thereto, including all understandings and assurances connected therewith. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />REDWOOD CITY, AS FOLLOWS: <br />1. The amendment to the 2019-2020 Annual Action Plan, prepared for <br />submission to the United States Department of Housing and Urban Development for a <br />Community Development Block Grant pursuant to Title I of the Housing and Community <br />Development Act of 1974, and the HOME Investment Partnership Grant pursuant to <br />Title I of the Housing and Community Development Act of 1974, and the Home <br />Investment Partnerships Program contained in Title II of the Cranston -Gonzalez <br />National Affordable Housing Act, and attached to the May 4, 2020 staff report, is hereby <br />approved. <br />2. The City Council does hereby certify that the City has followed its adopted <br />Community Participation Plan pursuant to Section 104(a) of the Act, the Public <br />Comment Period Waiver, and the Public Hearing Waiver. <br />3. The City Manager or her designee is hereby authorized to execute all <br />related documents, including all understandings and assurances necessary or <br />appropriate in connection therewith, and to provide such additional information as may <br />be required for and on behalf of the City. <br />4.
