6.J. - Page 1 of 5 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />Ago/ <br />DATE: August 24, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Adoption of a resolution authorizing the County to levy and collect assessments in connection with the <br />Downtown Redwood City Benefit Improvement District <br />RECOMMENDATION <br />Adopt a resolution requesting and authorizing the County Controller to levy the benefit assessments for <br />the Downtown Redwood City Community Benefit Improvement District and authorizing the County Tax <br />Collector to collect such assessments for Fiscal Years 2020-2021 through 2029-2030. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Economic Vitality <br />BACKGROUND <br />The Downtown Redwood City Benefit Improvement District (District) was formed in 2014 to provide <br />enhanced services in the downtown area. These enhanced services include sidewalk operations and <br />beautification, developing and maintaining a district identity, and parking management. The formation of <br />the District came as a result of the State's dissolution of redevelopment agencies in 2011 which included <br />Redwood City's Redevelopment Agency (RDA). The objective of redevelopment agencies was to revitalize <br />depressed areas or neighborhoods within cities through capital improvement projects, funding the <br />rehabilitation or construction of affordable housing, and economic development. <br />The RDA did much to help revitalize downtown Redwood City such as contributing towards the <br />construction of Courthouse Square and the Jefferson Avenue parking garage, streetscaping, creating <br />signage for the downtown, and planning community activities.
