In 2014, a majority of property owners within the District boundaries elected to be <br />assessed a levy to support enhanced services. <br />The City adopted Ordinance No. 2408 forming the District and authorized the levying of an assessment to <br />support District activities. The District is administered by the Redwood City Improvement Association <br />(RCIA) and is funded through revenue from the assessments. San Mateo County (County) requests that <br />municipalities give formal authorization to the County Controller to levy the benefit assessment and for <br />the County Tax Collector to collect the assessments. The attached draft resolution provides authority to <br />the County Controller and Tax Collector to levy and collect the assessments. <br />ANALYSIS <br />The District is annually assessed to allow taxes to be levied and collected by the County Controller and Tax <br />Collector's Office with the secured property tax roll each year. Only special benefits are assessed, and any <br />general benefits have been separated from the special benefits as shown in the Reports for the District. <br />The District's budget and formula for tax distributions were confirmed by the City Council on August 25, <br />2014, after conducting a public hearing and ballot of the affected property owners. <br />The annual assessment is based on a formula developed in 2014 and the formula has not since been <br />changed. The formula can be revised if a majority of property owners elect to change the formula as <br />permitted by government code.
