7.A. - Page 6 of 32 <br />2. Repeal of Section 20.227 and 20.228 of the Municipal Code, which prohibit and penalize sleeping <br />in a vehicle. These sections are currently unenforceable due to a 2014 9th Circuit Court of Appeals <br />decision invalidating a similar ordinance that had been in effect in the City of Los Angeles. <br />The Police Department has recently hired two full time parking enforcement officers who are specifically <br />tasked with parking enforcement in residential neighborhoods and business districts outside of downtown <br />Redwood City. They will enforce the abandoned vehicle ordinance, permit parking, and commercial and <br />recreational vehicle violations, among other things. <br />Next Steps <br />Should the City Council approve establishing a the Parking Program and adopt the related parking <br />ordinance amendments, the City will begin immediately accepting applications for Parking Program <br />participants and will tentatively schedule the opening of the off-street safe parking facility at 1402 Maple <br />to open in late September/early October 2020. The parking ordinances will go into effect 30 days (October <br />14, 2020) after the second reading, tentatively scheduled for the City Council Meeting on Monday, <br />September 14, 2020. City staff plans to have a two --week grace period providing warnings to RV owners <br />between October 14 and October 31, 2020, with enforcement beginning on November 1, 2020. <br />FISCAL IMPACT <br />The total estimated project budget for the RV Safe Parking Program is approximately $1.7 million for two <br />years. This includes approximately $750,000 per year in operational costs, including services provided by <br />LifeMoves, and approximately $200,000 in one-time Parking Site improvement costs. The estimated <br />budget does not include in-kind staff resources. Furthermore, the City Council at its July 13, 2020 meeting <br />approved using $350,000 in state Permanent Local Housing Allocation grant funds for the rapid rehousing <br />of the Temporary Safe Parking Program participants. <br />ENVIRONMENTAL REVIEW <br />As proposed, the project is categorically exempt from the requirements of the California Environmental <br />Quality Act (CEQA) Guidelines pursuant to: <br />• Section 15301 Class 1 "Existing Facilities" as the proposal amounts to a negligible expansion of <br />the current use. <br />• Section 15304 Class 4 "Minor Alterations to Land" including potentially gravel, striping, and <br />temporary facilities. <br />• Section 15061(b)(3) "Common Sense" as there would be no possibility that the proposal will result <br />in significant environmental effects. <br />There will be no significant cumulative impact or significant effect on the environment when considering <br />the totality of the project as the proposal largely maintains current use, alterations are minor, the use is <br />temporary in nature, and it can be it can be seen, with certainty, that the proposal will not have a <br />significant effect on the environment. <br />Page 6 of 7 <br />.AL . <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />125 <br />
