7.A. - Page 5 of 32 <br />Outreach and Case Management Services <br />The City, in partnership with LifeMoves, the County of San Mateo, and other local homeless service <br />providers may assist RV residents with other needs, such as locating permanent housing options, paying <br />outstanding fines, assisting with obtaining a valid Driver's License, RV registration and/or RV insurance, <br />diagnosis and correction of RV operational deficiencies, and enrollment for Veteran's, disability and other <br />social service benefits. <br />Payment of fines, fees, repairs and other expenses will not be made from the City's General Fund. Rather, <br />outside resources available through the Fair Oaks Community Center will be used for this purpose. <br />Parking Ordinance Amendments <br />As noted previously, the 2018 amendments made to Municipal Code Section 20.101 resulted in RVs no <br />longer being restricted from overnight parking on City streets. The success of the Program is anticipated <br />to depend, in part, on creating incentives for individuals to move their RVs off the streets and into the <br />Parking Site. Staff has identified the following Municipal Code amendments needed to accomplish the <br />goals of the RV Safe Parking Program: <br />1. Add Section 20.101.1to address recreational vehicles, which are not currently regulated as a <br />class of vehicles in the City's Municipal Code. The proposed change would prohibit overnight <br />parking of recreational vehicles, including motor homes, campers, boats and boat trailers and <br />fifth wheel vehicles. There would be two exceptions to the overnight parking <br />prohibition: <br />a. A limited exception for a resident to park a recreational vehicle directly in front of <br />their residence for short overnight periods for maintenance, cleaning or preparation <br />for use <br />b. An exception for overnight parking for registered members of the Temporary RV Safe <br />Parking Program and persons who have secured event permits through the Police <br />Department <br />2. The creation of a two-hour daytime parking limitations the following streets: <br />Blomquist, Southerly side, From Maple St three hundred eighty feet (380') easterly <br />thereof <br />• Convention Way, Both sides, From Veterans Boulevard to Main Street <br />• Maple Street, Both sides, From Blomquist Street four hundred forty feet (440') <br />northerly thereof <br />• Oddstad Drive, Both sides, From Maple Street to its terminus <br />• Price Street, Both sides, From Convention Way to Brewster Avenue <br />• Shasta Street, Northerly side, From Chestnut Street to Willow Street <br />Staff has also identified other related Ordinance amendments that are recommended to be undertaken <br />at the same time: <br />1.
