7.A. - Page 4 of 32 <br />RV Parking Permits <br />The RV Parking Permits will provide up to 110 on and off-street RV parking permits to accommodate the <br />current population of RV residents in Redwood City. To be able to receive a renewable parking permit, all <br />persons residing in the RV must commit to engage in efforts to find permanent housing and/or a <br />permanent parking option off the street. All RVs utilizing on street parking using a permit must adhere to <br />City parking rules and regulations, including, at a minimum, moving the RV to a new parking location at <br />least once per 72 hours. There will be no fee for participation in the Temporary Safe Parking Program. <br />The local non-profit agency LifeMoves will provide outreach and case management services for <br />participants in both the RV Parking Permit and Safe RV Parking Site Programs, as well as operation of the <br />Safe RV Parking Site discussed below. Two LifeMoves Case Workers — at least one bilingual in English and <br />Spanish — will provide outreach, engagement and case management services to the RV residents in <br />Redwood City. <br />Safe RV Parking Site <br />In order to provide a more stable, safe and centralized location for RV residents to reside and to receive <br />supportive services, the City will establish a Temporary Safe RV Parking Site (Parking Site), which will <br />provide a reliable transition space and centralized services for participants as they work toward being <br />permanently housed. <br />The Parking Site will be located on City -owned property at 1402 Maple Street with designated parking <br />spaces for approximately 30 to 50 RVs. Initial operating hours will be 5:00 p.m. to 9:00 a.m., seven days <br />per week. All RVs must leave the Parking Site no later than 9:00 a.m. each morning and participants must <br />comply with all City parking rules and regulations when parking on the street. Only one parking space per <br />RV will be issued. If needed, one additional parking space per car may be issued, space permitting. Parking <br />Site spaces will not be issued for other vehicles/equipment owned by the RV resident; alternative <br />storage/parking must be located for these items. Participants must comply with all Safe RV Parking Site <br />rules. <br />Currently, under state law, the provision of a twenty-four hour, seven day per week (24/7) facility may <br />bestow tenancy rights upon RV residents. In order to avoid the unintended bestowal of tenancy rights, RV <br />residents would only be allowed to park in the City's Safe Parking lot overnight but would need to leave <br />the facility by 9:00 a.m. each day. Ultimately, based on feedback from RV residents and conversations <br />with other jurisdictions, the eventual goal would be to have the Safe Parking Lot open twenty-four hours <br />per day/seven days per week. Enabling legislation is under consideration by the State Legislature (AB <br />2553). <br />The Parking Site features and services will include: a Resident Services Coordinator/external security <br />provided by LifeMoves to ensure that only authorized users are present at the Site and to address any <br />issues/problems that arise, and LifeMoves Case Workers to assist RV residents in seeking social services, <br />employment assistance and permanent housing. Portable toilets will be located on the site along with <br />onsite garbage disposal and recycling.
