Further, the current definition of oversized commercial vehicle in the Municipal <br />Code is insufficient and needs to be expanded beyond just length and weight to include a height and width <br />limit of seven and one-half (7.5) feet. <br />In particular, the Oddstad and Price/Convention Way business districts have sustained significant impacts <br />from overnight RV parking, leading business owners to request the establishment of a two-hour parking <br />limitation for vehicles in these districts between 9:00 a.m. and 6:00 pm. <br />ANALYSIS <br />One of the biggest challenges facing a broad range of communities is finding sufficient permanent housing <br />for those living in RVs and homeless encampments, and in overcrowded and sub -standard living <br />situations. The issue was likened to a funnel with a mouth that continues to expand while the narrow end <br />does not. There are several issues that have arisen with the increase of RV residency on City streets, <br />including: <br />• RV residents living in locations not intended for that purpose, leading to impacts on <br />neighborhoods and business districts <br />• The lack of long-term, stable, permanent housing for RV residents <br />• Insufficient access to social services (including for mental and physical health, substance abuse, <br />food insecurity, domestic abuse, veteran's issues) and employment assistance for some RV <br />residents <br />• Accumulation of belongings and debris around the exterior of some RVs, leading to aesthetic, <br />traffic safety, fire safety, and personal and environmental health issues <br />• Inoperable RVs that cannot be moved on a regular basis and impede street sweeping and other <br />clean-up operations <br />• Failure by some RV residents to use authorized gray and black water disposal sites, with the <br />potential for dumping of contaminated water on City streets and storm drains <br />• The occurrence of some infractions, criminal activity and drug/alcohol abuse in areas where RVs <br />are parked, leading to public safety and health concerns <br />Temporary RV Safe Parking Program <br />In order to address the impacts of RV residency on the street staff recommends implementing a <br />Temporary RV Safe Parking Program (the Program) that combines enforcement related to RV residency - <br />related impacts with a safe parking option for RV residents as they transition back into permanent <br />housing. <br />The Program includes the establishment of a two year Temporary RV Safe Parking Program (further <br />described in Exhibit A of the Resolution): <br />• RV Parking Permits <br />• An off-street RV Safe Parking Site <br />• Outreach and Case Management Services to assist RV residents in transitioning to <br />permanent housing <br />Page 3 of 7 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />122 <br />
