7.A. - Page 2 of 32 <br />Following a presentation by staff, the receipt of testimony from members of the public and discussion by <br />Council members, the City Council unanimously endorsed the following actions: <br />1. Establishing a two year Temporary RV Safe Parking Program including: <br />a. RV Parking Permit <br />b. An off-street RV Safe Parking Site <br />c. Outreach and Case Management Services to assist RV residents in transitioning to permanent <br />housing <br />2. Amending the Parking Ordinance including: <br />a. Prohibiting overnight RV parking on City streets, with some limited exceptions <br />b. Modifying oversized commercial vehicle parking restrictions to expand the parameters of <br />what is included <br />c. Establishing a two-hour parking limitation for all vehicles on Oddstad Street between 9:00 <br />a.m. and 6:00 pm. <br />d. Repealing an existing ban on using vehicles as sleeping or living quarters <br />Over the last few years, there has been countywide growth in the number of households living in vehicles <br />as demonstrated by the San Mateo County One Day Homeless Count': <br />• January 2017 One Day Count -44% increase in people living in RVs; 25% increase in people living <br />in cars <br />• January 2018 One Day Count -46% increase in people living in RVs; 79% increase in people living <br />in cars <br />• January 2019 One Day Count— 127% increase in people living in RVs; 7% decrease in people living <br />in cars <br />The City currently has a number of "hotspots" with concentrations of parked RVs, including: <br />• 200 block of Cedar Street <br />• Douglas Court <br />• Maple Street <br />• Oddstad Drive <br />• Shasta Street <br />• Spring Street <br />• Stafford Street <br />• Walnut Street <br />A May 13, 2020 inventory tallied 102 RVs parked on the street and being used for housing — a number <br />that is slightly lower, but generally consistent with the number of RVs on City streets over the last nine <br />months. <br />In addition to this overall trend, in 2018, the City approved amendments to Municipal Code Section <br />20.101, resulting in RVs no longer being included in a list of regulated vehicles and, therefore, not <br />restricted from overnight parking on City streets. RVs are now primarily regulated via the 72 -hour <br />abandoned vehicle ordinance found in Municipal Code Section 20.95, which has proven to be of limited <br />' As required by the U.S. Department of Housing and Urban Development, San Mateo County conducts a countywide <br />One Day Homeless Count and Survey every two years in which Redwood City participates.
