Question 3: Should cannabis storefront retailers be <br />permitted in all zoning districts allowing general <br />retail? Staff recommends classifying storefront retail <br />cannabis as "general retail" and allowing retail cannabis <br />stores to be located in all of Redwood City's zoning <br />districts by right that already permit general retail (Table <br />1. <br />Agree with and support staff recommendation, except <br />with the request that City Council direct staff to <br />eliminate the 30,000 sq. ft., minimum requirement in <br />order to allow for much smaller and more appropriate <br />retail operations, including limit sites in downtown areas <br />like San Carlos. <br />Question 4: Should retail storefront cannabis businesses <br />Agree with and support staff recommendation, but caution <br />be subject to the same City requirements established for <br />that excessive automatic buffers limit ultimate success in <br />non -storefront retail cannabis businesses? Staff <br />finding suitable locations. <br />recommends that retail storefront cannabis businesses be <br />subject to the same City requirements established for non - <br />storefront retail cannabis businesses including 600 -foot <br />buffers from certain sensitive receptors such as K-12 <br />schools both public and private, commercial daycare <br />centers, and youth facilities. <br />Question 5: Should retail storefront cannabis business <br />Agree with and support staff recommendation. <br />applications be processed using a merit -based application <br />process conducted by staff, or should the City Council be <br />involved in the final decision or any appeal? Staff <br />recommends a merit -based application process with the <br />application process managed by HdL, with final <br />determination by the City Manager, and any appeals <br />being decided by a hearing officer or law jud e Option 1 <br />Now, more than ever, Redwood City must be encouraging economic development that drives job <br />creation, use of empty and soon to be empty retail spaces, and new businesses that will create much- <br />needed general fund revenue and increased foot traffic that benefits nearby businesses. <br />Please allow for as much flexibility in the policy development, and eventual permitting, of retail <br />cannabis in Redwood City as possible.
