6.C. - Page 1 of 6 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: August 24, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />Award 2019-2020 Sanitary Sewer Replacement Project <br />RECOMMENDATION <br />From the City Manager <br />By motion, approve and authorize the City Manager to execute the contract documents and award the <br />standard form contract for the 2019-2020 Sanitary Sewer Replacement Project to Casey Construction Inc. <br />of Emerald Hills, California for their responsive and responsible low total bid of $3,936,252 and authorize <br />the City Manager, or their designee, to increase the contract amount, if necessary, up to 10% of the <br />amount awarded, and confirm determination that the project is exempt and meets California <br />Environmental Quality Act (CEQA) exemption criteria as set forth in Section 15302 (Replacement or <br />Reconstruction) of the CEQA Regulations. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Public Safety <br />BACKGROUND <br />The City systematically replaces sections of aging sewer infrastructure to ensure the continued reliability <br />of the system. Each year, staff identifies pipelines that required excessive maintenance or experienced <br />repeated service disruptions and target those pipelines for improvement. <br />Closed circuit television inspection review of sanitary sewer basin DT2 in the downtown area and a portion <br />of sanitary sewer basin 5G along Silver Hill Road were completed. Staff's review of the inspection videos <br />revealed numerous defects in these sewer basins. A number of construction options for repair or <br />replacement were evaluated to determine the most cost-effective method for mitigation.
